Creation of administrative units needed for balanced development: Waheed Yousaf
November 04, 2026

Renowned analyst Dr. Waheed Yousaf has called for the creation of more administrative units and the devolution of powers to the grassroots level to ensure balanced development across the country.

In an exclusive interview with Radio Pakistan's correspondent Qasim Bukhari, he said the 18th Constitutional Amendment was a significant milestone in Pakistan's history, transferring powers from the federal government to the provinces. However, he said that financial and administrative powers should also have been devolved to district and union council levels.

He said the concentration of development in a few major cities, while other areas lagged behind, is largely due to the lack of effective devolution of powers.

Dr Waheed Yousaf said demands for new administrative units in different parts of the country reflected the people's desire to have a fair share in the benefits of economic development.

He said the creation of new administrative units will strengthen local governance, promote economic and administrative autonomy, and enable people to address their everyday problems without having to rely on provincial capitals.
