World Bank should take steps to stop Indian violation of Indus Water Treaty: Analysts

It is commendable that Pakistan has taken the issue to the World Bank. And it seems that the World Bank will definitely take necessary steps, but the question is how effectively Pakistan is preparing and presenting its case. Pakistan has to prove its stance there. World Bank can impose penalty and make recommendations against any of the party involved in violating the treaty. Secondly, there is no doubt that Modi government is implementing a policy against Pakistan which is based on enmity. India wants to become regional power, that’s why it is pressurizing Pakistan by adopting such nefarious designs.

Dr Ghulam Mustafa (Political Analyst):

Basically, both countries have already agreed that International Court of Arbitration can play an effective role in all disputes especially water related issues. India is deliberately doing such things. There is another important thing that International Law becomes weaker when a country practices its sovereignty in its territory. We should avoid adopting a compromising diplomacy and have to do strong lobbying. We cannot adopt aggressive diplomacy internationally because of political instability in country. So we need to make our diplomacy more effective.

Dr Huma Baqai (IR Expert):

Modi government has always adopted aggressive policies towards Pakistan. India can use water as a weapon against Pakistan. Indian water policies may become a threat to our food security. We have to focus now because it is a lifeline for our country. There is an important thing to be noted that India is also funding dams being built in Afghanistan, which will also affect Pakistan adversely. Pakistan must adopt aggressive water diplomacy now.  

Lt Gen (Retd) Raza Muhammad Khan (IR Expert):

"We can hope that World Bank can play a significant role in resolving the issue. It is a universal rule that any upstream country cannot utilize or store the whole water. International water treaties also ensure the protection of the rights of downstream countries. We are not oblivious of Indian nefarious plans to destabilize Pakistan. India is using cheap tactics to divert world's attention from Kashmir issue. Pakistan's leading argument is valid that India cannot violate international agreement by constructing dams along the river to store water."

Senator Abdul Qayyum:

"The Indus water treaty is a technical issue needs to be resolved through positive intervention of World Bank. Unfortunately, India deliberately violates the international agreements, UN resolutions and UN charters to destabilize Pakistan. India must realize that Indus water treaty ensures the regional peace and any misadventure in any form can bring serious consequences. The bilateral agreement must be respected in any situation. Pakistan has taken the right step by raising the issue at international level. World Bank must pressurize India not to violate the treaty. India cannot store water more than its capacity and use water as a weapon against Pakistan."
