In Indian Illegally Occupied Jammu and Kashmir (IIOJ&K), the Indian government has amended the J&K Panchayati Raj Act 1989 to pave way for establishment of District Development Councils, the members of which will be directly elected by voters in the territory.

Following the amendment, each district will be divided into fourteen territorial constituencies.
