Barack Obama has now addressed the nation eloquently on 11 occasions following mass shootings in various parts of the country. But his speech on Tuesday, at the memorial for five police officers slain in Dallas by a black Army veteran who set out to kill whites, stands apart — both in terms of the challenges it presented and the feeling with which it was delivered. This speech, which found hope for national unity in a moment of profound division and despair, will most likely be seen among the rhetorical high-water marks of his presidency.
