Ukrainian Acting President Oleksander Turchinov threatened military action against the pro-Russian activists occupying government buildings in 10 cities and towns.
Meanwhile, the British Foreign Secretary William Hague has asked the European Union to impose further sanctions against Russia in response to the escalating crisis in Ukraine.
Speaking in Luxembourg, he accused Russia of destabilising eastern Ukraine.
