Philip Luther says all evidence shows that destruction was carried out deliberately.
Amnesty International says large scale destruction of civilian buildings during Israeli offensive this summer amounts to war crimes.
In a statement in London by Philip Luther, director Amnesty International 's Middle East and North Africa programme, all the evidence shows that the destruction was carried out deliberately with no military justification.
He said war crimes must be independently and impartially investigated and those responsible should be brought to justice in fair trials.
