Commercial operations at the port had ended in 2014 when armed movements, including the Islamic State group, occupied Benghazi city.
The militant group was expelled from the city in July this year by the forces loyal to Khalifa Haftar who backs a rival administration in the east against the UN-recognized government in Tripoli.
